I am guessing Lavrov explained to Trump that the Tomahawk he was trying to use as a threat was something he really really doesn't want to do.
Because they were made in the 70s and 80s the Tomahawk is designed to carry tactical nukes along with conventional payloads.
And Russia likely told him that a tactical nuke system in Ukraine would be treated accordingly.
Second of all unless the US wants to give them some free USN ships they have no way to launch them.
The US also has a grand total of 8 launchers....total.
Not going to happen so it is an empty threat anyway.
The Russians have made it very clear for years now what will end the war.
