What's The Point Of Hillbilly Vance's Shelling California?

So he ordered 200 Marines to sit down for a speech in Camp Pendleton, where he attacked the Democrats.
Oh, and then he ordered them to fire 155 Howitzers across I-5, forcing the state to shut that section of I-5 to all traffic to all traffic. Because it turns out if's not a great idea to fire live 155mm shells over a civilian HWY, that serves as the primary artery between Los Angeles and San Diego.
