Mind you this is a government website. I might be silly from time to time, but I know divisive propaganda when I see it. The time taken to do this could have been investing into figuring out a middle ground.

The Democrats don't have the power to shut down the government. The vote to shut it down came from the Republicans because Republicans had the voting power to stop the shutdown, but they chose not to. Democrats are nothing but a bunch of powerless flies on the wall anymore.
