Trump is so out of it that he thought Hegseth was calling a meeting of foreign generals and admirals. He clearly has no idea what is going on

around him. Then he gives the most unhinged and rambling tangent disguised as a speech I have ever seen. Looked like him and Hegseth polished off a bottle of JD or 3 before the "speech."
