Patriotic US citizen taxpayers? Non-citizens or "aliens" do not have the right to vote.
The United States Electoral College, instituted at the Constitutional Convention in 1787, was a compromise arrived at by the Founding Fathers for electing the President, balancing between a popular vote and a vote in Congress. While the Electoral College was part of the original design outlined in the U.S. Constitution, the term "Electoral College" does not appear in the document itself. Article II of the Constitution and the 12th Amendment refer to "electors".
