Several solutions have been given about the waste. Remember the moon is only ⅙th of Earth's gravity.
Now to the fiction in space 1999. Even at ⅙th of the Earth's mass no nuclear plant could move the moon. Might as well be afraid of all the nuclear plants on earth moving the earth. Just not possible.
