A thought experiment
A home owner is chased out of his home by an armed intruder. If the owner returns to ask for his house back and is shot by the armed intruder can the intruder claim self defence?

@Diotrephes It is a police state. I know of someone who was put on trail for shooting his rifle into the air. He lost the gun to the law.
