Looks like this has been in the works for quite some time, because construction starts in September.
Trump said that he will pay for it, with help from some other sources. Which means that Trump will not pay anything, and "donors" will foot the $200M construction bill. That's just for construction, as they did not release any data on what it will take to maintain it.
So, for the initial construction, anyone who wants to buy influence with the administration can pay up. There could be something like a big gift, to have a name plaque that says "The Amazon Trump Presidential Ballroom".
This sort of stuff used to be the work of satire and comedies, but that's what you get when a reality star is the President.
