The "base" was gathered together because they have a sense that they're not living really well, that things aren't great for them in the USA. They thought that because Trump appeals to them he'd be sympathetic and help them, economically.
They're getting nothing good, so some pure sadism will have to distract them. Americans watching Trump's State of the Nation address were treated to vids of deported prisoners being shaved and shackled in the background. It's impossible to lower their death rates or give them better infrastructure - sadism will work.
