The food and water situation is actually easy to remedy. They have several warehouses of rations at camp Pendleton. It shouldn't take more than a few hours to truck in such supplies.
That is actually a supply line problem of the general in charge.
I went through far worse at camp Bullis Texas myself in the late 70s, sleeping on the ground, out in the wild. Heck that was even in July. Not June. They are sleeping in a air-conditioned building.
