It was a dreaful incident, no doubt, but I believe in justice and that is not by "social"[?}-media speculation nor by newspapers whose prime aim is their sales. To descend to those levels is not only unjust to the perpetrator but also and more seriously to his victims.
It can only a "terrorist" incident if in pursuit of some political end, normally as part of as sympathiser of, some extreme group or movement. It is all too easy to throw labels around without knowing the truth.
We do NOT yet know why he drove into the crowd but so far at least there seems no evidence of any such motive.
Whatever your own political views, his nationality, race and political views are NOT relevant unless and until his eventual trial (including any confession by him) show otherwise.
