@Wireman India had a government program in the mid-/late-1970s where they had mobile clinics and would pay guys to have the procedure.

@SomeMichGuy With the overpopullation I can believe it, but was it safe and effective as our scientists wanted us to believe in their science?

If the passage of the sperm to exit no longer exists, they can't exit, so you can't have surprise pregnancies except in really rare cases. Contraception has known failure rates which are much higher.
