I hazarded a guess at Hitler but could well be wrong. I thought not Trump simply by it looking too well written for him!

One aspect that helped his rise to power was is persuasive and manipulative skill. Although I have not read Mein Kampfso I don't know how well written it was, I wonder if his literacy aided his ability to persuade.

@JonLosAngeles66 Without googling, I would attribute it to Hitler. Goebbels would often use the phrase "of the hour", and Hitler would often have Goebbels write for him, what with Goebbels being the Minister of Public Enlightenment and Propaganda.
