Ukraine agreed to sign it before Trump and Vance tried to shame the Ukrainian president.

The Ukrainian president and people need help and the US can give it. It's not like you're giving something for nothing. Most countries that the US military helps has something to give like oil or minerals. Those that don't have oil or minerals generally don't receive military help from the US.
