Here in Texas photo IDs is required, I guess some states don't require photo ID.
What type of proof of citizenship is he asking for the original birth certificate? Elderly people may just pass on voting, going to the bureau of vital statistics to try to get a birth certificate. Before it became law, many elders who were born at home, or born before 1960 may not even have a registered birth certificate.
He intends to change the number of dates given for voting (many people will not stand in what will result in extremely, extremely, extremely long lines, lines are already long enough) he intends to cut down or eliminate absentee voting, he intends to cut down or eliminate mail ballot voting.
