It doesn't need be if the subject and participants, especially "accidental" ones, are known....
It's also revealed the chat contained Hegseth's "loathing" of Europe. So a cack-handed breach of not only military strategy but also of international diplomacy. It's not likely any European leaders will respond to the insult, but I expect they all know the present US leadership's views.
