Because a constitution isn't worth the paper it's written on if it is not enforced, and the mechanisms for enforcement have been for all practical purposes dismantled

Like insisting on using a Windows 95 computer to access the Internet in 2025. A piece of "malware" written in the 1930s that wouldn't work anywhere else is enough to wreak things apart
