Err, can you please clarify for me (and anyone else not familar with US election law)... are Presidents allowed more than two terms, or simply no more than two consecutive terms?

@Roundandroundwego I understand mr. Trump has signed the order to cut the D.o.E. I don't know the details, such as the extent and type of the cuts; nor the likely effects.
