It's only for American viewing audiences, particularly since Google is now controlled by the US government. It's illegal to re-name a body of water unilaterally if that body of water embodies the shorelines of two or more countries which in this case it does, the USA and Mexico.
The USA therefore requires permission to re-name the Gulf of Mexico from the President of Mexico and if she agrees that it should be changed, then it's changed. But if Mexico doesn't agree, then the USA cannot unilaterally make that change on behalf of itself.
