The way laws are enacted now in the USA::

I’m introducing a bill HR 1499-1 to Congress bringing back Prohibition and banning alcoholic beverages. It will be strictly enforced and violators will get minimum prison sentences of 20 years w/o possibility of release. My reasoning for this: I don’t drink so it doesn’t affect me.
