Thanks to the decision to not cap the P visa, opportunity abounds for foreign ball players in the United States. Congress has allowed an endless supply of talent in the entertainment industries. Unfortunately, the same cannot be said for scholars, professionals, and entrepreneurs. But each time you watch a Baseball game, you are guaranteed to see the best players in the world.

All countries use this system - all free trade countries. It's part of the new free trade pacts. You don't want a domestic skilled class, they would lead the society to socialism. You need foreign skills and stupid locals and by 2007 everyone with skills understood and picked his country with his career. A new uber elite design by Hillary Clinton and friends, to make sure you do not suffer from democracy!
