FBI Helpless As Drones SWARM Coast Guard Ship!!

What on earth is going on? What does that say about National security if FBI cannot identify where these drones come from... where are they landing? There's no way we can't use satellites to determine where these drones originated. Which leads me to conclude, this is a government secret program. Otherwise, we are not ad sophisticated as they led us to believe.
