Nope, a tariff is a self tax. It's paid by US consumers because the importers sure aren't going to pay out of the goodness of their own hearts. And that manufacturing base? Takes years of not decades to set up, which means Trump's tariffs are the equivalent of your boss saying "99% of our office stationary is made in China, let's charge our staff $20 per item they use", it doesn't magically lead to manufacturing.

To have tariffs that rebuild American industry, you'd also need to have an industrial policy.

Leaving it to the market means that prices rise and there is a scarcity of goods. Domestic production van rise to meet the demand but it's a process that takes a few years, whereas the harm done by tariffs kicks in instantly.
