It's true, the public is reacting differently to Biden's ugly words vs Hinchcliffe's. Why? Neither of those remarks occurred in a vacuum. Biden has a long history of behaving in a bumbling, tongue tied, kindly manner. Trump has a long history of spreading falsehoods and stoking hatred. People take these histories into account when they react to the two ugly remarks.
I think comedian Hinchcliffe just gave conservatives permission to say out loud what they had been thinking privately about Trump and trumpism.
It's like when Biden debated and did so miserably. That's when people on the left started to say out loud that he should drop out. The idea that "he's too old" had been on our minds; the debate performance gave us permission to say it out loud.
I think Hinchcliffe's ugly words (and Trump's non-disavowal) have given millions of conservatives permission to vote 3rd party or even blue, and thereby keep Trump out of the White House. Cross your fingers, knock on wood, and VOTE!!
