Poor wages are the result of poor businesses wanting everything for nothing.
What culture ?
If you persistently marginaliise a subsection of society it will show up statistically those subsections are responsible for crime.
Want change in hospitals and prisons ?
Stop treating them as places to make money.
Use them for their proper purpose.
If you don't invest in housing and education you breed one generation after another in persistent poverty with addictions to match.....still, if that's what it takes to make the perceived white more middle-class....
