Your link is about FEMA Shelter and Services Program (SSP) money to local governments in 2022!! FEMA SSP is a completely different pool of money; completely separate from disaster relief. Congress specifies that SSP money can be given to local governments for humanitarian services including services to migrants. All specified by Congress.
The lie being told by trumpsters is that FEMA Disaster Relief Funds are going to migrants. That's a big fat insupportable evidence-free LIE!!
