No. But any leader that is not pro American is by definition a dictator in the West. Or any country that doesn't go with the current American narrative.
Also people in the West refuse to believe that a leader that doesn't like them can possibly be popular.
Then again these are the same people who call a country with no elections at all a democracy.

Now the official deaths of political rivals in Ukraine is comical. Ukrainian officers...career military men apparently accidentally blow themselves up with grenades at their birthday parties.
