Handfull1 I read the constitution and served with some of the guys buried there. Absolutely nothing under the constitution wrong occured there. Any law claiming otherwise is a inherently unconstitutional law.
You do realize we have a bunch of unenforceable laws on the books, such as it is illegal to be a witch, or laws against flag burning, or wearing a shirt telling a judge to F off, or sunsetting laws (making it illegal for blacks to walk around after sunset), which are unconstitutional as F to enforce, right?
The powers of the federal government and the states, and the military, to make and regulate laws, cannot supersede that of the constitution (save during a time of a congressional declaration of war).
This means I can lead a protest through Fort Benning/Moore to the School of Americas protesting my ass off in absolutely disregard to the consent of the base commander and any and all regulations on civility so long as I am not infringing upon the rights of others, in the name of free speech. And this does happen.
Trump was 100% in the moral right to show up. I hope he does it again and again, and other former presidents need to up their public appearances as well at national cemetaries (again, Jimmy Carter has a good excuse not to).
