Handfull1 Only regulations I've seen on saluting is you do it to officers, and members of Congress, foreign allied officers. Enlisted you do parade rest. Dead people aren't on the payrole, so lose their O or E status, and thus their rank.
I just visited my godmothers grave yesterday for the first time and broke down crying in under three seconds and had to leave. Should I had saluted her, or gone to parade rest? Is there a rule I am unaware of on how to properly position yourself before the dead in order to honor them? Do you prostate? Stand on you head and spin while whistling The Battle Hymn of the Republic?
When I was on graveyard detail while active service, I had tk wear a dress uniform and salute the caskets as they arrived, and each branch of the military had different rules on the kind of salutes, but we had a guy standing there telling us in advance how many shots to give, where to stand, etc. Nobody else saluted but us, and we only did so because it was a lawful order for us to do so. We had no legit reason to refuse. It isn't required of anyone else to salute except guys on funeral detail.
Could you imagine the poor soldiers at the Tomb of the Unknown Soldier if he had to salute every grave he walked pass just to get to the grave he has to patrol? He'd never make it, his arm would fall off before reaching it. Nothing but graves in the graveyard. No requirement to salute them all.
