I think I understand very well.
That "impersonation" Trump did was to mock and disparage his own Attorney General - after he appropriately recused himself from DOJ investgation into Russian invovlement in the 2016 election.
What Harris, AOC, and others did was try to use folksy vernacular to connect with their base on issues they want to drive home.
And you're right, the difference is simple :
Contempt vs emulation.
What I don't get is why every right wing mutt with a keyboard thinks they need to share their hysteria with the 80% of us who have sense enough not to care.
