Medal of Honor is the highest military award. The US doesn't have any rules like the British do with various levels of knighthoods as to what ranks higher in the civilian world, or what the civilian to military equivelents are. Everyone is free to sleculate, but it would require a act of congress to establish the relative tables of equivelency, because under the constitution the awards are from Congress, and only issued by the president, by either regulations or statue. President gets more say on some awards than others, next to none on The Medal of Honor. Medal of Freedom alot broader say, because Congress doesn't fiercely guard it as much.
