@JimboSaturn it does decrease the black market. There are pitfalls, but less so than prohibition. Black market sales do not require customer scrutiny. So legalization provides the same lack of underage useage as the alcohol industry. But regardless, tenacious kids are going to get substances.
@Carla In Ontario where I'm from there still is a black market because the government pot is expensive but I think it must have reduced the street drugs. I agree kids will always get pot underage regardless if its legal or not.
