A bullseye is found on a dart board, not in a telescope gun sight. On a gun sight, it is called 'cross hairs', not bullseye.

There's an exception to any standard form of measure I suppose and because I've never heard of that exception you mention until now, I highly doubt that Biden had heard of it either when he made reference to putting Trump in the bullseye.
