No!!! Sanctioning Russia alone will never work without applying the same sanctions to its allies.
Look at WW2 - Not only were the Nazis sinking British ships with their torpedoes, but also American ships too. Had they stuck with just hitting British ships, then it would be logical to say "We can't collect our supplies, will you deliver instead???"
