If you ever ask the question "Have sanctions worked to change the behaviour of a state" just answer no without the context. Iran has been under increasingly fierce sanctions forever. It just makes the population go without food and medicine while the leaders live happily and do what they want.

@CountScrofula Agree. Though the sanctions on Russia haven't even done that. It's economy is growing and doing well.
