Have the sanctions against Russia worked ?

No because of three reasons.

1) Not everything is sanctioned. Several important things, like energy, are exempt.
2) Intermediaries (like Belarusians) are doing trade.
3) The Russian economy has adjusted by doing more trade eastwards, with China.
