why can trump break law of perjury and only get fined?

I think it is similar to poking a bear with a stick, or so everyone thinks. You notice how more and more people are turning away from him? People are testing the water slowly and discovering he really is a useless sod just as he portrays himself in the public eye, and not anyone great. People are genuinely tired of seeing his ugly smug face on every media page everywhere. He really isn't anyone to watch.
