It's not even close to being communism, when the state owns anything there simply is no commune about it.

If you notice the first thing he covers is the state owns anything in the urban areas and the rural areas are more controlled by the communes.

Not saying that communes are that much better, yet there's at least some concern about their individual communities.

The state could care less, since there is little individual concern. Hence you have buildings that fall apart quite easily.

@BetweenKittensandRiots I must mention that NHK Japan has some very excellent documentaries about China and this very topic, which includes the detailed economic aspects about what is happening there.

I'm watching one right now.
