The point is clear a person can run for president and that person does not have to be on the ballot in every state. The states determine who goes on the ballot, and not the Supreme court. The Constitution is clear if a candidate wants relief from his disqualification he can have a vote in Congress and with 2/3s Vote he will be on the ballot in every state. Read the Constitution it's all there in black and white.
