Like it or not the rest of the world is sick to death of supporting America's idiot wars around the globe just to satisfy their need or greed for access to oil.
Like it or not oil; coal and gas when burned produce everything from smog to cancers in kids
So yeah it's about emissions it's also about America determined to keep it's big business interests in a field it wants to dominate (yet never has) so that political power remains with the few who have used and abused it for the last hundred years at the expense of everyone else.
