Just make student loan debt dischargable in bankruptcy like it was in the eighties. After the law was changed tuition fees went through the roof and continued to rise because it was guaranteed money

@Onestarlitnight Unfortunately the government would then just bail out the banking system which would be in a state of collapse. See how socialism works?
