After the first atomic bomb was dropped the Japanese Diet (that's the name of its parliment) believed that the US had only one such bomb and should continue fighting. The Japanese government was organizing women, children and the elderly for defense of the home island and issued sharpened bamboo poles to civilians since there was a shortage of firearms. The air force and navy had been obliterated.
The US made a formal statement to the Japanese that it would continue to use atomic weapons until Japan surrender. The Japanese thought the US was bluffing and that the US could not possibly have more such bombs.
So after Hiroshima, the Diet decided to continue fighting. US estimates of an invasion of Japan calculated 1 million Allied causualties and over 10 million Japanese in order to obtain a surrender. The war continued.
Then the second atomic bomb was dropped. The Japanese Diet met again to decide if Japan should continue to fight or to surrender. The vote was a tie. No decision could be reached and the emperor had to cast the deciding vote. The emperor decided to surrender. A recording was made of the emperor informing the public of a surrender. It was a vinyl record and copies were to be played on the radio at noon the following day.
That night, the hard liners that wanted to continue to fight launched a coup to overthrow the emperor, take over the government and continue fighting. The coup attmept failed, and the recording was played the next day.
The use of atomic weapons saved the lives of millions of people.
