that such a substance was carried in a rail car that was secure enough so the agent would not be released, unintentionally? Are the rail cars carrying ammonium nitrate checked to assure the mechanisms controlling the release of the material are not secured?
It’s possible that there was a malfunction where the agent was released from the car. When discovered, were any agents of the rail carrier tasked with following along to see where the agent deposited on the track?
