Russia takes over the presidency of the UN Security Council

Does it mean they're gonna win the War in Ukraine ?

Actually, it's called "chair of the security council" it rotates monthly among the permanent members.

Russia was also chairing the security council at the moment they invaded Ukraine. So this apparently doesn't confer any special abilities or attributes.
