Could a Republican presidential candiate ever win the presidency without the electoral college?

Going all the way back to 1988 since then a Repub has only won the popular vote of the people one time 😆 Sorry that just kills me 🤣 Really 35 years and you can only win the majority vote one time?? (Congratulations to Bush Jr. who accomplished this in '04).
