After the government chops off 25%+ of your paycheck and you deposit the remaining 75% in a bank account, the bank then uses that to buy US government bond or TBills. Why do the banks invest in government securities rather than the general economy? Answer: because government banking regulations skew the risk to bank owners by requiring less equity for investment in government bonds.
