I'm not American but it strikes me that you are asking the wrong question.
It's a massive caveat, given that about half of Americans despise Donald Trump and would have voted for absolutely anyone else to stop him from being President. Nobody thinks that Biden is a great President. A large number of people think that he is OK. He won the Democratic Primary because he was seen as less controversial and less of a risk than Bernie Sanders. He won the Presidential election because he was not Donald Trump.
He might not be able to finish all of his sentences but - given the constraints of the legislative chambers - his administration has done a competent job from a liberal perspective.

@Burnley123 you are correct and let's take note that had anyone but Hillary run against Trump, trump would never have been president.
