I'm going to go out on a limb here and say that he's not looking for the best recruits...
Considering how their war is going, recruiting the dead could both cut out the middle man--why go to war if you're already dead?--reduce the cost per corpse of the war, AND improve Russia's CoViD numbers (reissue death certificates with "death in service to the motherland" rather than "CoViD").
