I very much doubt that such an idea would take off and become successful.
In the USA the "percentage of female population is 50.52 percent compare to 49.48 percent male population" (United States sex ratio 2020 - StatisticsTimes.com).
Women would not tolerate such a change and would turn out in overwhelming numbers to prevent it.
Gibbs argument is ridiculous. Even if there were fewer female politicians, there would still be the same population and therefore the same needs for administration.
