If President Trump didn't hang obama's official portrait up because he's racist why did it take president biden nearly two years to hang it?

Do you think anyone actually goes to the real White House any more? Are there tours of it? State dinners or whatever? Looks like all the “events” and speeches were recorded in a recording studio ahead of when they were televised.
